💧 Water Update: Regional Council Passes the "Bucket" Policy

Decision at the May 6 Special Council meeting on the Mannheim water constraint, and this one impacts development across the Region for the foreseeable future.

Here's what was decided: Rather than a blanket pause on all new development, the Region will now allocate a defined amount of water capacity a "bucket" to each city and township in the Mannheim Service Area every three months. Each municipality's share is calculated based on its projected population and employment growth.

What stays the same: Building permit approvals where no additional water demand is needed can continue.

For the majority of Cambridge (outside the Mannheim service area), and all of Wellesley and North Dumfries townships there are no changes to building permit approvals at all.

The next Special Council meeting on the water constraint is expected in June 2026, consistent with the monthly meeting pattern established since January.

🗂️ Regional Council Roundup — Recent Decisions Worth Knowing

Beyond the water file, Council has been active on roads, housing, and community investment. Here's a summary of other significant recent decisions:

🏗️ Construction starting this month:

  • Fischer-Hallman Road (Rosenberg Way to Plains Road) starts May 2026, done December 2027. This $11.4 million project widens the road from two to four lanes with a raised centre median, builds multi-use paths on both sides, upgrades intersections, adds new street lighting, bus stop pads, and replaces underground water and storm sewer infrastructure. Two lanes of traffic will remain open throughout, except for short-term full closures during asphalt paving.

  • Scheifele Bridge on Northfield Drive over the Conestogo River starts May 2026, done November 2029. $19.4 million bridge replacement. Work includes reconstructing and realigning Northfield Drive to connect to the new bridge location, plus retaining walls to protect nearby wetlands. The new bridge gets wider shoulders for cyclists and buggies, plus a sidewalk on the east side. Two-way traffic continues through staged construction.

🚦 10 new road safety changes coming by fall 2026 across Kitchener, Cambridge, and Wilmot, including:

  • A new all-way stop on Bleams Road at Wilmot Centre Road

  • Pedestrian crossovers at the Iron Horse Trail crossing on Queen Street in Kitchener, and on Concession Street at Cameron Street in Cambridge

  • Lower speed limits on sections of Fairway Road and Homer Watson Boulevard

  • A new school zone on Fairway Road near Old Zeller Drive

🚧 Ongoing Construction Reminders

These projects from previous weeks remain active:

  • Ottawa Street (Fischer-Hallman Rd. to Mowat Blvd.) Active through summer. Lane restrictions ongoing, with night closures for paving. 

  • Trussler Road (Ottawa St. S. to Nathalie St.) Full road closure for underground sewer work. 

  • University Ave. Multi-Use Path (Fischer-Hallman Rd. to Ira Needles Blvd.) Spring through fall, with lane restrictions.

  • Erb St. W. (west of Ira Needles to Waste Management Site) Road reconstruction with new roundabout at the Canadian Tire entrance. Spring through fall.

🚉 Transit: GO & ION Updates

GO Train New Kitchener Line Trips (effective April 27): Two new counter-peak express trains are now running. A new eastbound afternoon trip departs Kitchener GO at 3:43 p.m. (arrives Union 5:17 p.m.) and a westbound morning trip departs Union Station at 8:49 a.m. (arrives Kitchener 10:26 a.m.). If you ride the Kitchener Line regularly, verify your schedule network-wide adjustments took effect April 27 and some trains shifted by up to two minutes. Train lengths also changed; check platform screens for coach counts.

GO Train to Stratford — July 6: Service launches in under two months. One daily round trip between Stratford and Toronto, stopping in Kitchener, Guelph, Acton, Georgetown, and Brampton. Transit access to the Stratford Festival without a car a genuinely useful addition.

ION Stage 2 to Cambridge: Design and pre-construction work is ongoing. Detailed design, heritage assessments, utility relocation, and environmental fieldwork are all active. Construction is not expected before 2028.

🏡 Home Tip of the Week

Victoria Day weekend is traditionally the gardening green light in Ontario and the risk of frost is essentially gone. It's also a smart time to check your outdoor hose bibs and irrigation systems before you rely on them all summer. Turn them on slowly and walk the full length for drips, leaks, or damaged fittings that winter may have created. A small fix now costs a few dollars; a flooded basement or a cracked pipe costs a lot more.

The Kitchener Panthers opened the Canadian Baseball League season on the road last weekend, but this Sunday, May 17 they bring it home for the first time in 2026.
